Microsoft Campus Agreement

MICROSOFT CAMPUS AGREEMENT:

The Microsoft Campus Agreement is available to all NMSU departments.  This agreement allows NMSU departments to purchase Microsoft software at the lowest prices available to educational institutions. 

Participating departments are required to purchase the Desktop Bundle which includes Windows operating system upgrades, Office suites and CORE Client-Access licenses.  It is important to note that licenses for the Windows operating system are UPGRADE licenses only.  That means that you must already have some type of Windows or Mac operating system on your computer before using the Windows software available on this program.  For example, you can purchase a computer with a less expensive version of Windows installed and then upgrade to any of the versions available on the Campus Agreement or you can upgrade from an older and/or less expensive version you have on any existing computers in your department.  You would not be able to purchase a computer without an operating system installed and then install the Windows software available on the campus agreement.

The CORE Client-Access licenses allow your department’s workstation computers to access NMSU-owned Exchange Servers, SharePoint Portal Servers, Systems Management Servers, and Windows Servers as clients.

Other software available to purchase on the Campus Agreement (subject to change) are Encarta, Project, SharePoint Designer (formerly FrontPage), SQL Client-Access Licenses, Visio, and Visual Studio.

Licensing for any of the above Microsoft products is on a per-department basis.  Licenses cannot be purchased on a per-computer basis on this program.  Your department must be listed on the NMSU Full-Time Employee Equivalents report issued by the Human Resources department in order to purchase licenses on this program.  Licenses can be purchased at the College/VP level or by individual departments within the College/VP.  If a license is purchased at the College/VP level, then all computers owned by that College/VP are licensed.  If a license is purchased at the department level, then only the computers owned by that department are licensed.  Licenses cannot be transferred between departments.

All licenses on the Microsoft Campus Agreement have work-at-home rights.  This allows your department’s faculty and staff (does NOT include student employees), and graduate assistants to install the licensed software on one home computer for NMSU work-related purposes only. It is important to note that you cannot install software purchased on the Microsoft Campus Agreement on a department-owned computer assigned to an NMSU student for their exclusive at-home use regardless of whether they are employed by your department unless they are employed as regular staff (non-student employment), faculty, or graduate assistants.

If an employee wishes to install MCA software on a home computer for NMSU work-related purposes, they are required to contact the ICT Business Office, Computer Center 148 for instructions on obtaining the installation media.  Media borrowed from ICT for Windows and Office Suite installs on NMSU-owned computers cannot be used for home computer installs.  Work-At-Home media must be purchased.

All licenses purchased on this agreement are leased for the contract year.  Licenses must be renewed annually.  If at any point your college/department wishes to cancel a license, the software must be removed from all department computers and employee home computers.  If an employee leaves a department, they must remove any software obtained on this program from their home computer.
MCA software can only be installed on computers owned by NMSU (with the exception of employee work-at-home use) and can ONLY be used for NMSU business-related purposes.

Reporting to Microsoft for this program is done on an annual basis.  The report consists of a list of all participating departments and their FTE counts.  The FTE count is for billing purposes only.  The participating department remains fully licensed regardless of whether their FTE count goes up or down during the contract year.

Participating departments are billed annually.  A departmental index number must be provided.

MICROSOFT ACADEMIC SELECT PROGRAM:

The main function of NMSU’s Microsoft Academic Select Program is to obtain Microsoft software not available on the Microsoft Campus Agreement OR to purchase software on a “per computer” basis if this is more advantageous to your department.  Contact the ICT Business Office for assistance on pricing since if the software you are looking for is available on the Campus Agreement, there are instances when purchasing for the entire department on the Campus Agreement is less expensive than purchasing for just a couple of computers on the Academic Select Program.

Licenses purchased on the Academic Select Program do not have work-at-home rights with the exception of the Office suites.  If a license for MS Office is purchased on this program, the employee using the NMSU-owned computer on which the software is installed can also install the software on one home computer, for NMSU work-related purposes only, without purchasing an additional license.

Licenses purchased on this program are perpetual licenses.  In other words, they do not have to be renewed.  A license must be purchased for every computer on which the software is installed.  For example, if you install the software on 5 computers, you must purchase 5 single-user licenses.  The software license can be transferred from one NMSU-owned computer to another as long as the software is completely removed from the computer you are transferring it from.

If you are purchasing a server license, you must also purchase client-access licenses unless the client-access licenses are included in the CORE client-access licenses in the Microsoft Campus Agreement Desktop Bundle AND your department is licensed for the Desktop Bundle.

Software purchased on the MAS can ONLY be installed on NMSU-owned computers (with the exception of Office Suite work-at-home use) and used only for NMSU business-related purposes.

Licenses on this program must be purchased with an NMSU-issued procurement card OR an NMSU-issued purchase order.  Personal funds cannot be used.
