Jim Stanfill
Chief Information Officer
Jim Stanfill was born in Ruidoso, NM, and grew up in Tularosa, NM. He graduated from New Mexico State University (NMSU) in 1986 with a degree in Business Administration, majoring in Business Computer Systems. After graduation, he moved to Southern California and began his career as a Software Engineer at General Dynamics Corporation.
Jim is married with two daughters and three granddaughters, all of whom have their own careers. In September 2022, he and his family returned to Las Cruces to be closer to family and enjoy the local culture and community. His mother was once the mayor of Tularosa.
Professionally, Jim was the Founder, President, and Chief Technology Officer of InVinci Systems Inc. He served as a strategic technology advisor and enterprise data architect to Fortune 500 clients across various industries. Jim has extensive expertise in managing large-scale IT environments, data management, software engineering, and data engineering solutions, including data warehousing, advanced business analytics, and artificial intelligence.
Jim has held senior executive positions at leading technology companies, including Vice President of Hewlett Packard’s global data warehouse and business analytics platform. He has led major IT and Data Center transformations for General Motors and Hewlett Packard and built multimillion-dollar Professional Services organizations for Teradata and Fujitsu.
Jim is known for his leadership skills, ability to build high-performing teams, and track record of exceeding business and technology outcomes. As of September 19, 2024, Jim has taken on the role of Chief Information Officer (CIO), bringing over 30 years of experience in IT operations, innovation projects, and data warehousing initiatives.
Robert Doyle
Chief Privacy Officer and IT Compliance Officer
Robert Doyle joined NMSU in October 2000. He currently serves as the NMSU systems Chief Privacy Officer/IT Compliance Officer and is a College Assistant Professor. Robert received his Bachelor of Engineering Technology- ICT in August 2012 from NMSU. He has taught at NMSU in several capacities since 2004.
Robert served as a Teaching Technician IV/Instructor for many years and was previously the systems IT Auditor. He was also an Assistant professor at Dona Ana-NMSU for four years.
Robert was also a Distinguished Alumni in 2014 and is currently a member of ISACA, the Association of College and University Auditors (ACUA), and the Institute of Internal Auditors (IIA), Educause, and National Cybersecurity Association and holds various networking and information security certifications.
In addition, Robert has served as Board President with La Casa Inc. He has volunteered with the Association for Computing Machinery (ACM), Spaceport America Cup, NMSU Foundation, NMSU Alumni Association, and other community agencies. Robert also established the David Valdez Memorial Cybersecurity Endowed Scholarship to help DACC students pursue a career in Cybersecurity.

Eché M Okoye
IT Project Manager Sr.
Eché leads the IT Project Portfolio and Change Management Office and joined NMSU in 2019 with more than 13 years of experience in Information Technology Management.
Eche holds a Bachelor of Science in Computer Science with a minor in Astrophysics and an MBA in IT Management. He is also a PMI Certified Project Management Professional (PMP), and currently pursuing a Ph.D. in Educational Technology with a research interest in the impacts of the Digital Divide on tribal and rural communities in New Mexico.

Lori Montoya
Director, Analytics & Decision Support
Lori earned a Bachelor of Accountancy and Bachelor of Business Computer Systems from NMSU. Lori started her career at NMSU in 2000 in the Financial Aid & Scholarship department. Early in her career, she served in a systems analyst role to support the implementation of the Banner Student and Financial Aid modules.
In 2006, Lori transitioned into a reporting role under the Administration and Finance Division where the focus changed to reporting and data modeling on Finance and Human Resource data.
In her current role as the Director of Analytics and Decision Support, she is focused on progressing data analytics, data warehousing and institutional reporting across all the enterprise to support NMSU's mission and strategic plan.
BJ Maestas
Director, Student & Business Solutions
BJ Maestas earned his Bachelor of Business Computer Systems from NMSU. BJ started his career in developing software for top banks in the US and also did some consulting. He started at NMSU in 2004 in the Financial Systems Administration office as a Leads Systems Analyst and helped implement Banner Finance & Security.
BJ has had many roles supporting Administration & Finance including Project Manager and Interim Director. The current role he is in supports many of the IT needs and systems for Student Success, Administration & Finance, and Auxiliary Administration.
Adrian Carnero
Director, Network Infrastructure
Adrian attended college at NMSU where he received a Bachelors in Engineering Technology in 2004.
He has been working for NMSU since March 2002. He has been a key part in building NMSU Network Infrastructure for 20+ years.

Lizely Madrigal
Director, Instructional & Research Support
Lizely Madrigal brings a rich blend of academic and professional expertise in K-16 education, administration, research, and strategic planning. She earned her doctorate in Educational Administration from the University of Texas at El Paso (UTEP), focusing on policy, evaluation, and technology. She earned a Master’s degree in Public Administration from New Mexico State University (NMSU) and a Master’s Degree in Sociology from San Diego State University (SDSU).
In her professional journey, Madrigal has taken on prominent roles, such as the Senior Researcher and Evaluator at UTEP and the Strategic Performance Manager for El Paso County Administration.
Throughout her career, she has adeptly combined her research and administrative capabilities with strategic planning initiatives, ensuring optimized performance and results in her roles. Her technical skills include quantitative and qualitative research methodologies, statistical analysis, policy analysis and data visualization. As an educator, she has taught at both graduate and undergraduate levels, specializing in areas like policy analysis and program evaluation.
